How do I get rid of puffy eyes and baggy?

I am 14 years old I had this problem all my life. I still have puffy eyes baggy and even if I go to bed early, I still have them now I have no confidence and get bullied quite often. Now I am tired and want some advice on how to get rid of them. Ino I could benefit from surgery to remove them, but not because I’m young, but maybe in the future, but just give me advice on how to reduce them please. Help please.
